Are fillers priced by the vial? More to the point, if a patient need a fraction of the vile, are they charged for the whole vial? To my knowledge, even if the needle is changed, this would be unsanitary, as minute particles of the patient's own tears, or other tissue could contaminate the vial.
Fillers are priced by the syringe, which are pre-filled by the manufacturer. They are for single patient use. Most are 1cc, but some are filled to other amounts (both less & more). Fillers do not come in “vials”.
You are correct, that would be a way for contamination, however, fillers do not come in vials they come in prepackaged prefilled syringes, each containing about 1 mL. They are intended only to be used on one patient.

Patients cannot "share" syringes of filler. My nurse injectors can almost find a way to distribute filler in other areas of the face. A small amount can be placed in temples, corners of the mouth, cheeks, etc. An expert injector will not over-fill. Remember, you are paying for the expertise of the provider more than the material of filler, and a little can go a long way.
Tear trough area can be tricky. We don't use filler too close to the eye. It can result in visible ridges. Fat grafting can provide beautiful, natural and smooth results. Before you move forward with filler, be sure to view multiple photos of results provided by your provider.
Most fillers come in prepackaged syringes that contain 1 to 1.5 cc. The patient pays for the full syringe and I always use the entire amount, placing it where needed. Changing needles to use the remainder on another patient would be a dangerous and unacceptable practice. In the rare case that a patient only wants a portion of the syringe used, the remainder must be discarded.
Some fillers like sculptra come in vials but are also intended for single patient use. I inject my own fillers and neurotoxins for patients , Thank you for your question.

As much as or as little of a syringe can be used but a patient is typically responsible for the full cost of the syringe. Hope this helps.

You are correct. Filler syringes are meant for a single use, single patient. They should not be shared. It is best to answer your question during a face-to-face evaluation, when you can discuss your goals and expectations for the procedure, and you can have a physical examination to evaluate for that procedure. I recommend that you find a board-certified, or board-eligible plastic surgeon with whom you are comfortable.
