Neither! You do have options for lip enhancement though, none of which include dental work or lip repositioning. There are lip filler materials, lip implants and even your own fat available to augment your lips. Seek consultation with an American Board of Plastic Surgery board certified plastic surgeon for an evaluation and discussion of your options. Good luck!
You have a bit of a gummy smile. The most conservative recommendation for treatment would be to try Botox to weaken the lip elevators - decreasing the amount of gum show. If you like it - great. If not, the subtle effect will wear off in a few months.
