Deflating saline implants about 6 weeks prior to removal will make the lift easier to perform as your tissues will tighten up to a degree on their own. Unfortunately if your nipples lost sensation at the time of implant placement, there is no way to restore sensation. Good luck.

This is a common procedure performed by all Board Certified Plastic Surgeons. You need to have a consult with a plastic surgeon and decide based on the information and plan from the plastic surgeon.

As for restoring sensation to the nipple after breast augmentation, if time did not iprove the sensation then there is no procedure to reattach or repair the nerve.

Photos or a virtual consultation would be a great help determining if a lift is necessary or non scarring tissue tightening would be adequate.

Fat derived stem cells can also help obviate the need for a surgical lift and MAY help restore sensation(was sensation lost immediately after your breast implants were placed?)

Loss of sensation is something that can happen with a breast procedure. There is nothing you can do to restore it especially after 17 years and anyone that tells you it can be restored is selling you snake oil. The removal and lift or removal, lift and replacement which could be a more complex procedure can be done by any ABPS certified or eligible plastic surgeon. I certainly would not go to anyone that tells you they are the best at any procedure and I would definitely would not travel anywhere to have this done. What you need is a consultation with a local ABPS surgeon to start with.
