Not a neck lift, but can plastics remove adhesions/scar tissue?

I had lymphoma 6 yrs ago w/ a lymph node under my jaw on the lft removed that has scar tissue & an adhesion from my port on lft side too. I've tried ultrasound, botox, keloid shot, graston scraping, and massage. Lymph side is too close to triangle of 'no' & no one will work on it. Could a plastic surgeon remove some it & the adhesion in my left pec from the port? I have constant neck tension/pain

From what you have written and the picture, I can not tell a thing. You need a consultation and an exam from a local ABPS surgeon to be able to tell you anything. If you have seen so many people and they tell you that there is a problem then it may be true. If you have not seen the plastic surgeon then you should have a consultation in person.

From only your given photo, seem look like old surgical scar that can improve by laser, collagen stimulating factor, filler and stemcell injection.
