You state "Deflated" which means to me you have a saline implant.

The hardness is due to other causes as in capsular contracture. Please see a Board Certified Plastic Surgeon. A history and physical examination and imaging when needed one can reach a possible diagnosis and plan to treatment.

It is impossible to give you any kind of answer without examining you. Please see an ABPS certified or eligible plastic surgeon close to your home for an evaluation.

Most commonly "the hardness" after breast implants is due to other causes as in capsular contracture. Please see a Plastic Surgeon. Your past history and physical examination and imaging are required for diagnosis and plan to treatment.
