Surgery on a patient under the age of 18 required consent by the Legal parents or guardians. If this is the case, then the surgeon is able to see the patient in consultation (with the parents) to determine if such patient is a candidate for surgery.

I believe that pretty much in every state / territory in the US one has to be at least 18 years of age to consent to elective medical procedures such as liposuction. The first step is to seek a consultation with a plastic surgeon with a parent / legal guardian present. Elective Plastic surgery for reconstructive purposes are routinely and safely performed on minors with parental consent, many plastic surgeons will not perform cosmetic surgery on minors.

Best wishes.

Your friend needs to ask the questions him or herself and visit a board certified plastic surgeon with the parents for an exam and consultation to determine if they are a candidate for the surgery or not.
