Yes it is very possible to have one breast reduced to match the other side. As for the cost it is very difficult to say without an exam in person.
Yes - this is possible. Depending on the situation, you could potentially reduce, lift or augment one side to get a better match with the other. For example, if you had a C cup breast that you liked on one side, and a droopy DD on the other side - the DD could be reduced & lifted to be a closer match.

There are many options to be able to improve upon your natural asymmetry, but based on the procedure selected (breast augmentation, lift, reduction) costs will vary. I would see a series of ASPS board certified plastic surgeons in consultation to discuss the best option.
Probably you will be submitted to bilateral procedures because it’s very rare the other side not need some adjustment.
