Age alone will not exclude her from having a breast reduction. However, a discussion with a plastic surgeon and the pros and cons of surgery is the first step. I have treated a few patients in their teens and all were happy to have it done for symptom improvement.
This can be corrected in time for the size of her breasts is not a problem anymore. There is a medical and sicological indication to perform the BREAST REDUCTION SURGERY, there is not a problem as long as she comes with her parents.

As long as her breasts are not growing anymore and by age 16 they probably are not and as long as she has the symptoms that you describe and as long as she wants the surgery and understands about it, her age is not going to be a problem. The ideal surgeon for this is going to be an American Board of Plastic Surgery certified or eligible surgeon that practices near your home. You need to call, make an appointment for consultation and both parents should attend as well.
There are some young women who develop very large breasts very early. A breast reduction is indicated. Sometimes these women would need another procedure later. That doesn't mean that the insurance company will agree. You can check with your insurance to see what would be required. You can ask her doctor for a referral to an appropriate plastic surgeon.
There is no ideal surgeon--just the surgeon that's right for that patient.
