Liposuction can help shrink the fat that is on someone's back or belly, but can only shrink the fat in front of your abdominal muscles. Sometimes there is also a significant amount of fat behind the muscles and this can be addressed with diet, exercise, and sometimes weight loss surgeries, if needed and all else has failed. If there is loose skin on the abdomen, a tummy tuck is also a very helpful procedure to restore a tight belly, but I would not recommend this until you are done having kids.
